The City of Alexandria is seeking public comment on a proposal to name the Lee Center Softball Field, located at 1108 Jefferson Street, “The Kelley Cares Miracle Field.”  A Miracle Field is a rubberized surface baseball diamond that allows individuals with special needs the opportunity to play outdoor sports in a safe and fun environment. The proposal was forwarded by the Miracle League of Alexandria in response to the Kelley Cares Foundation’s direct support of the City of Alexandria’s therapeutic recreation program over the past several years.
The Kelley Cares Foundation has been instrumental in supporting the needs of the therapeutic recreation community for several years by donating significant funds and equipment to the City for use in the Therapeutic Recreation program.  Through their efforts, the foundation has contributed or fully funded equipment such as a multi-sensory room, a passenger van for the transport of special needs individuals, a mobile multi-sensory lab for use at City schools, and technical equipment to help City residents function better. Alexandria Police to Conduct Roaming DWI Enforcement
On June 29, Alexandria police will conduct a roaming DWI enforcement effort to deter and apprehend intoxicated drivers.  The DWI crackdown will begin at 8:00 P.M. on Friday, June 29, and will continue until 6:00 A.M. on Saturday, June 30.  Motorists will be stopped and drivers will be checked to assure that their abilities to drive have not been impaired by alcohol or drugs.
Chief of Police Earl L. Cook reminds drivers that the maximum penalty in Virginia for the first conviction for driving under the influence is 12 months in jail, a $2,500 fine and a 12-month suspension of driving privileges. In addition, there are mandatory jail terms associated with these offenses, depending upon the blood alcohol content of the driver. Virginia Department of Motor Vehicles administrative fees may apply as well.

Heat Advisory


The National Weather Service has issued a Heat Advisory, effective from 11AM to 9PM on Friday (today). This Heat Advisory replaces the Excessive Heat Watch. Humidity will increase, and Heat Index values are forecast to meet or exceed 105 degrees. The high temperature is expected to be in the upper 90s to 100. Additionally, there is a 30% possibility of thunderstorms, most likely in the mid afternoon through the evening, on Friday, Saturday, and Sunday.

Citizens should prepare for the possibility of excessive heat occuring on any day between now and late next week.  Precautions for heat:

* Drink plenty of fluids
* Stay indoors in an air-conditioned room whenever possible
* Stay out of direct sunlight
* Do not leave children or pets in vehicles
* Check up on neighbors, particularly the elderly and sick
* Wear light colored, lightweight and loose-fitting clothing
* Watch for heat cramps, heat exhaustion, and heat stroke

The City of Alexandria has adopted an ordinance that excludes electronic collars and similar electronic devices as legal methods to physically restrain dogs in public. At its June 16 public hearing, Alexandria City Council voted unanimously in favor of the ordinance, which goes into effect on September 1. 

The goal of the ordinance is to preserve public (and canine) safety in a densely-populated community where dogs are welcome just about everywhere. Additionally, Alexandria offers residents and visitors 18 fenced and unfenced dog exercise areas where dogs are not required to be leashed. Dog owners may use electronic collars and other training devices in these dog parks, at sanctioned obedience training classes and field trials, and on private property. 

The ordinance to exclude electronic collars was first proposed by the Animal Welfare League ofAlexandria (AWLA) to City Council in November of 2011, and was passed unanimously at the November public hearing. After dog owners and local businesses raised concerns, Council rescinded the ordinance in December and requested that City staff and the AWLA work with citizens to discuss changes. Several public meetings were held, and City and AWLA staff revised the ordinance so that it would not pertain to dogs in off-leash dog parks and those participating in obedience training courses and field trials. The sale and use of electronic collars as a form of training will not be affected by the ordinance; however, all dogs must be restrained by a physical leash while in public. 

With the ordinance going into effect September 1, Animal Control and City staff will be working to educate the public over the next few months. Animal control officers will be issuing warnings to dog owners without a physical leash on their dogs, and urging compliance between now and September. Beginning September 1, a dog in public wearing an electronic collar can be considered running at large, and the owner may be cited and fined up to $100.

Excessive Heat Watch Issued for the City of Alexandria

The National Weather Service has issued an Excessive Heat Watch for the entire Washington, DC metropolitan region, including the City of Alexandria, beginning on Friday morning. Excessive heat could last through July 5. On Friday, temperatures are expected to reach near 100 degrees. The hot temperatures, combined with high humidity, will cause heat indices to approach 110 degrees. 
The combination of hot temperatures and high humidity will create a situation in which heat-related illnesses can occur. Children, the elderly, and people with chronic ailments are usually the first to suffer from the heat. Heat exhaustion, cramps, or in extreme cases, heat stroke can result from prolonged exposure to these conditions.
During extended heat waves, people are advised to:
·         stay indoors and limit exposure to the sun;
·         drink plenty of water;
·         wear loose, lightweight and light-colored clothing;
·         check on neighbors that may be at risk or do not have access to air conditioning; and
·         keep children and pets indoors.

ACPS Names New Dir. of Educational Facilities

WILLIAM FINN NAMED NEW DIRECTOR OF EDUCATIONAL FACILITIES
 
Alexandria Va.  — Alexandria City Public Schools (ACPS) Superintendent Morton Sherman is pleased to announce the appointment of Retired Navy Capt. William E. Finn as the new educational facilities director. As a U.S. Navy Civil Engineer Corps officer, Finn has more than 20 years of increasing responsibility in facilities engineering and services, public works, real estate, construction and environmental management of U.S. Naval bases up to 3,500 acres, supporting communities of more than 20,000 personnel. He will join ACPS on July 1.
 
"Bill brings to ACPS a wealth of experience as a manager, communicator, problem solver and mentor," Dr. Sherman said. "His professionalism and diverse skills will ensure that our Educational Facilities Department operates with fairness, accuracy and timeliness. I am thrilled and honored to welcome him to ACPS."
 
Since 2010, Finn has served as chief operating officer of the Naval Facilities Engineering Command Pacific, Pearl Harbor, Hawaii. In this capacity, he directed planning, real estate, design, construction, environmental and operational services for the public works/physical plant, utilities and special facilities for Navy and Marine Corps bases throughout the Pacific and Indian Oceans, delivering more than $1 billion of facilities management, construction and services annually.   
 
Previously, Finn served as chief executive officer at Camp Lemonnier in Djibouti, Africa; director of facilities management and engineering for Navy Forces Korea in Seoul, Korea; chief operating officer for the Naval Construction Battalion Center in Gulfport, Miss.; chief executive officer of the Naval Construction Training Center in Gulfport, Miss.; and chief operating officer in charge of construction in Marianas, Guam.
 
Finn has a Master of Arts degree in National Security and Strategic Studies from the U.S. Naval War College, a Master of Science degree in Mechanical Engineering from the University of Florida and a Bachelor of Science degree in Mechanical Engineering from the U.S. Naval Academy. He also participated in the Advanced Management Program at the Duke University Fuqua School of Business.
 
Finn is licensed as a professional engineer in Florida and is a Certified Federal Acquisition Professional with unlimited contracting authority.

All City of Alexandria government offices will be closed on Monday, July 4, in observance of the Independence Day holiday.
  • Refuse Collection: New this year, residential trash and recycling will be collected on a normal schedule during the week of July 4, including the Independence Day Holiday. Refuse and recycling should be set out prior to 6 a.m. on the scheduled day of collection.
  • Animal Shelter: The Vola Lawson Animal Shelter is normally closed on Wednesdays, and will be closed on Wednesday, July 4. Animal Control will be available for emergency reports only by calling 703.838.4444.
  • Health Facilities: The Alexandria Health Department (4480 King St.); the Flora Krause Casey Health Center (1200 N. Howard St.); and the Teen Wellness Center at T.C. Williams High School (3330 King St.) will be closed on July 4.
  • Hotlines: All emergency hotlines operate 24 hours a day, 365 days a year, including the child protective services hotline at 703.746.5800; the domestic violence hotline, 703.746.4911; the emergency services for mental health or substance abuse crisis hotline, 703.746.3401; and the sexual assault hotline, 703.683.7273.
